The Nortex RPC (COG) is putting on NWCG training with qualified NWCG instructors.  If you have questions are want a class we can make arrangements to bring it out to your area.  Call Mark Hanson at 940-322-5281 ext 117.
This is a national standard that can build upon itself.  We have been doing it all over the Nortex area and can go out to your area as well

I think that the tax break for volunteers and for the business that allow their volunteers to respond during the work day  would be great, but I know some who would say yes to the tax break and then not let the employee go, how to police that?
Good ideas, Try starting fire explorers, this has helped our department
